Pedro Herrera Catalán

Herrera is professor in the Department of Economics at the Pontificia Universidad Católica del Perú – PUCP since August 2006, and Chief Economist at the Private Competitiveness Council - PCC in Lima, Peru since May 2022. 

 

Before joining PCC, during January – July 2021 he served at Ministry of Energy and Mines – MINEM as advisor to the Ministerial Cabinet, and during 2020 he worked at the National Council of Science, Technology and Technological Innovation – CONCYTEC as advisor to the Presidency.

 

During 2017-2019 he served at the Peruvian Ministry of Economy and Finance – MEF as general director of the General Office of International Economy, Competition and Productivity Affairs. He was member of the Board of Directors of CONCYTEC, INACAL, FIDECOM, PROMPERU, FONAM, AGROIDEAS, SENACE, APCI; general coordinator of the Working Group of Finance Ministers of the Pacific Alliance; high government official representative of Peru in the OECD Regulatory Policy Committee; and National Designated Authority of Peru to the Green Climate Fund. 


During 2018-2019, he served as the executive director of the National Competitiveness and Formalisation Council at MEF. He was responsible for the technical team in charge of the design, implementation and monitoring of the National Competitiveness and Productivity Policy, and the National Competitiveness and Productivity Plan 2019 – 2030. Between 2015 – 2016, he was chief research economist at the National Competitiveness and Formalisation Council at MEF, and between 2003 – 2013, he was economic analyst at both the Vice Ministry of Economy, and the Vice Ministry of Treasury at MEF.


He has published several academic articles in the fields of regional economics, urban economics, and economic geography. His research interests focus on understanding spatial problems of cities and regions using micro-geographic data. He is the co-author of the book, ‘Macroeconomics. An Analysis Framework for a Small and Open Economy’, together with Waldo Mendoza, and author of various articles on macroeconomic theory published in the Department of Economics at the PUCP.

 

He was awarded the ‘Joint Japan/World Bank Graduate Scholarship’ from the World Bank, Washington D.C., EEUU to follow graduate studies at the United Kingdom. The North American Regional Science Council awarded him for winning the Best Graduate Paper Competition in Regional Science 2021. He is Ph.D. in Economics, Summa Cum Laude, from the Universidad Autónoma de Madrid, holds a master’s degree in Regional and Urban Planning at the London School of Economics, and a B.S. in Economics from the PUCP. Click here to download CV.
